This professional learning session will support school leaders in strengthening the implementation of Low Incidence Cluster Programs, including Moderate Cluster and Intensive Cluster settings. Participants will examine how principals and assistant principals can lead cluster programs that are instructionally rigorous, procedurally compliant, aligned to student IEPs, and connected to the broader school community.

Using CPS Cluster Program Guidance, the CPS IDEA Procedural Manual, and best practices for students with low-incidence disabilities, participants will explore how to design effective instructional environments for students who require significantly modified curriculum and moderate to intensive supports. The session will focus on program structures, specially designed instruction, staffing, and adult collaboration, LRE considerations, inclusive opportunities with general education peers, related service integration, communication supports, adaptive skills, and progress monitoring.

School leaders will leave with a practical Cluster Program Implementation and Instructional Design Tool that can be used to assess current program conditions, identify implementation gaps, strengthen instructional planning, support teacher and SECA practice, and align cluster classrooms to IEP requirements, grade-level access, and schoolwide inclusive systems.
